This PUBLIC MEETING was held on WEDNESDAY, 7th MARCH AT THE VILLAGE HALL

It was a PRE-PLANNING APPLICATION BY LOUTH UNITED FOOTBALL CLUB

Louth United Football Club, the owners of Saltfleetby Football Pitch gave a display of their proposed Plans for the building of the administrative and sporting facilities for the club, and a new Village Hall for the community.

Mike Parr, Director of LUFC was present from 2.00 pm to advise and answer questions from residents on the Proposed Plan.

Mr Parr gave a presentation at 7.00 pm. On completion of his talk he invited questions and suggestions from village residents regarding their vision of the amenities needed to be included in the Village Hall.

Proposed Plans for Football Club facilities and New Village Hall

Statement by Mike Parr, Louth United Football Club – 20th February 2007.

Project to cost approximately £500,000 for proposed design in the building to include a Village Hall, and hopefully to be completed by Christmas 2007.

No cost to the village of Saltfleetby.

Application for Clubhouse facilities will continue, with or without the Village Hall.

Currently the football club also invest in the facilities in Fulstow, and have approached Wragby.

Planning dimensions are larger than the existing Village Hall.

The Village Hall would include a Meeting Room, Store Room and extra toilet facilities.

Planning Permission is not required for the 2 football pitches – the area is designated and approved by ELDC for this purpose.

It is considered by LUFC, which is a charitable trust, as the best solution to spending available money.

If the Village Hall is to go ahead procedures and working practices for the joint use by the football club and village residents would need to be clarified and be sustainable.

The current proposal is for LUFC would be the sole supplier of refreshments – thus meeting the running costs of the building.

At least one member of the Saltfleetby Village Hall Committee would be requested to join the LUFC Committee.

At least one member of the LUFC Committee would be requested to be co-opted on to the Saltfleetby Village Hall Committee.

The Village Hall would be run by the Village Hall Committee, and would operate a separate bank account.

Groundsman would be provided by LUFC.

LUFC are planning to join the East Lincs Local League from next season.

 

Responses to Questions that have all ready been asked

  •  A theatrical stage will be provided.

  •  To purchase additional land or change the positioning of the pitches/building would cause serious delay.

  •  A children’s Play Area would be included if plans proceed.

  •  The Village Hall would be a lockable separate entity from the sports facilities. If LUFC required use of Village Hall, they would have to book and pay fees as do other organisations.

  •  The Village Hall would be opened as required by the Village Hall Committee.

  •  It is intended to encourage ‘kids’ football and consider prospects for indoor 6-a-side football.

  •  Floodlights and football stand are precluded.

  •  A minibus has been purchased for transportation of teams and supporters – it is only used at weekends. The minibus is potentially available for use by Saltfleetby village.

  •  Reasons for moving to Saltfleetby – Park Avenue Louth was going into administration and no rescue package could be arranged. One season only allowed in London Road, Louth. Alternative 30 acre site at Legbourne not given planning permission or designated by ELDC for sporting use. Saltfleetby acknowledged as best pitch in the area, and planning permission is not necessary as the pitch is designated and approved by ELDC for this purpose.

  •  Kitchen available to Village Hall – bar not available to Village Hall.

  •  Raising ceiling to include sports such as badminton – cost prohibitive.
